Building Hope Against the Odds

Welcome to Habitat for Humanity of Greater Charlottesville’s annual impact report, celebrating the abundance of community support that made the 2024-25 theme of Building Hope Against the Odds possible.
In the last year, our donors, volunteers, partners and supporters have built the foundation, allowing us to serve more than 470 families in our community on their journeys to affordable homeownership and housing stability. As a result, we were once again recognized as the most productive Habitat for a service area of our size across the US and Canada.
Building hope to surmount steep challenges has always been a key component of our success, and has been especially important this year as we helped several communities face down significant threats.
Last summer, we worked with partners to save 66 families at the Carlton Mobile Home Park from almost certain displacement. When the rains came later in the year, we directed supporters to our amazing colleagues at the Asheville (NC) Habitat who were instrumental in helping families rebuild after Hurricane Helene. Throughout the year our tithe to Habitat International’s Orphans and Vulnerable Groups Fund has helped provide adequate shelter and other interventions for particularly vulnerable people in communities around the world.
Locally, at Southwood, one of the country’s most ambitious redevelopment efforts, momentum was palpable this year. More than 150 families now live in brand new homes in the growing community. In Greene and Louisa Counties, 10 families have been able to stay safely in their homes via our Critical Home Repair Program. Many of these families had been facing long odds and an uncertain future due to the deteriorating condition of their homes as well as accessibility issues. In the City of Charlottesville, construction began at the long awaited Flint Hill mixed-income community. Flint Hill will be home to 16 Habitat homebuyer families who have endured often rough housing conditions as we worked with our partners at Southern Development Homes to launch the neighborhood.

We hope that scrolling through this past year’s highlights fills you with a sense of pride and confidence that, no matter what challenges our local and global neighbors might encounter this year, we will be there for them. Our Impact in 2024
In June of 2024, the 66 families of the Carlton Mobile Home Park faced a sudden uncertain fate.
Panicked residents came to the Habitat office to let us know that they had received a note telling them that the land underneath their homes was under contract and set to be sold in 60 days. So – along with the City of Charlottesville, the Piedmont Housing Alliance, the Legal Aid Justice Center and the residents themselves – Habitat sprung into action.
“We couldn’t afford to move anyplace…There’s no place in Charlottesville for another mobile home, and we don’t want to leave our church family. That’s the only family we have here.”

Along with our partners, we immediately began talking with residents and collecting signatures on a petition by more than 40% of the residents specifying support for Habitat to make a counter offer on their behalf. Further, the Charlottesville City Council passed a resolution supporting a financial commitment to the project. After lining up financing, holding two community meetings with residents, and performing significant due diligence, we made an offer.
Nonetheless, it was a cliffhanger right until the end.
The effort was made possible by a relatively new, but untried, Virginia statute that requires any pending sale of a mobile home park to be noticed to residents. The new law further provides a 60-day window for an entity with documentation that it represents at least 25 percent of the tenants to make an additional offer which must be considered, but not necessarily accepted, by the park seller.
On August 6th, the community rejoiced when we learned that the Bolton family had accepted our offer on the park. Against all odds, the community would be saved.
Since closing on the property in September, Habitat has been responsibly managing and investing in the park on behalf of the Habitat Carlton Alliance – a new joint venture of Habitat and the Piedmont Housing Alliance.
A resident council has been formed, and the dreaming can begin.
“I really like the coordination that is happening,” said resident council member Laura C. “I enjoy meeting other neighbors and learning what they think, not just the ones on my block. Something very important for me is the well being of the entire community and a safe space to live.”
Habitat anticipates beginning redevelopment of the park sometime after 2030. In the meantime, residents like Laura are banding together to cooperatively make decisions about current operations and work through future plans. Carlton will be Habitat's third mobile home redevelopment without resident displacement. The Sunrise neighborhood, immediately adjacent to Carlton and completed in 2014, was the first such project in the nation.
Building
We strive to build at least 40 homes annually and better empower local families who have been systematically excluded from homeownership.

Southwood Progress
Phase 1
Includes Village 1, Village 2 and Blocks 9-12.
Village 1
All Village 1 construction was completed in 2023. The sale of the final Habitat home in Village 1 is expected to close in May 2025.

Village 2
Habitat is building a total of 25 homes in Village 2. Seven homes will be sold by July 2025. The remaining 18 will be built by the end of 2025.
Blocks 9-12
Habitat is building a total of 16 homes in Blocks 9-12. Currently eight homes have been built, and the remaining eight will be complete by January 2026.
Hickory Hope (PHA)
In January 2024, our partners at Piedmont Housing Alliance broke ground in Southwood for Hickory Hope, a 121-unit affordable apartment community. PHA expects to finish building the complex this year.
Village 3
Phase 2 of Southwood's redevelopment begins with the construction of Village 3, which will include 52 Habitat homes. Land development activities are currently underway, and home construction is expected to begin this summer.
Southwood
The first phase of Habitat’s groundbreaking redevelopment of the Southwood Mobile Home Park moved steadily toward completion this year. More than 150 families have moved into their new homes and the community is springing to life.
After school, children can be spotted running home from school bus drop-offs, riding bikes, and playing soccer in Five Pillars Park. Neighbors walk their dogs strolling down the streets and enjoy the shared green spaces.
“For me, having participated in the planning of the community where I live makes me proud, because it is the legacy that will be left to my grandchildren, my children, and to all the generations that come after all of us, the neighbors,” says Southwood resident and planner Roger T.
Southwood phase I includes 335 out of an eventual 1,000 homes as well as an early childhood education center, a tribute park for the Monacan Indian Nation and more than a mile of nature trails.
The second phase of redevelopment has also begun, with land development activities taking place now. New home construction in this next phase will begin this summer. Plans for Phase II include a 35,000 square foot community center including amenities such as a bank, a health clinic, market space, a commercial kitchen, a gym and classrooms.
Long time Southwood residents are excited to see the progress, and continue to meet regularly to plan their future together. This year, Southwood residents designed the site plan for the fifth village, anticipated to begin in 2027.

Charlottesville - Flint Hill
When she learned that she was accepted into the Habitat homebuyer program, Mashante Ferguson admittedly “cried like a baby,” and “got on the phone with everybody to tell them I made it.”
A lifelong resident of Charlottesville, Mashante had struggled to find housing for so long that she had almost given up. But a nudge from a friend this year convinced her to take a leap of faith. Now, she and her two children - J’von (17) and Trinity (13) – are working on sweat equity toward purchasing a home in the new Flint Hill neighborhood in the JPA area.
After a long approval process, Southern Development Homes broke ground on this 50-home mixed-income community in 2024. Given the dearth of affordable homeownership opportunities in the City, more than 400 families expressed interest in Flint Hill with more than 100 submitting completed applications.
This year, thanks to the support of the generous Charlottesville community, Mashante will join her 15 new Habitat neighbors in building their homes.

Rebuilding
We strive to serve more families, particularly those living in rural areas, through home repairs and renovations

This year, we celebrated our 50th critical home repair in Greene and Louisa Counties alongside longtime Greene residents Mark and Pamela Kanavel.
Mark and Pamela have lived in their home for more than 20 years, but this year they began to experience significant health issues that threatened their ability to stay. Battling type II diabetes, Mark lost his sight and now needs to undergo dialysis 3 times per week. To support Mark, Pamela became his full time caretaker, after herself recently completing chemotherapy for stage II breast cancer. Unable to work, the couple has been forced to live off of Social Security with help from their grown daughter, Elizabeth, who has also moved in to assist them.
Prideful and independent, Pamela had been reluctant to reach out for help, but her friend Jeff Fletcher from Legacy Church intervened with a helping hand and connected the Kanavels to the Habitat for Humanity of Greater Charlottesville Greene County repair team. The all-volunteer team surveyed the home and conducted a bevy of repairs to improve safety and accessibility: a brand new ramp, basement door repair, exterior hardscaping, and porch reinforcement.
“Things don’t happen by accident!’ said Jeff. “I don’t know what the almighty is planning from one day to the next. That’s what happened with this. There was a need…I happened to be the one that started it this time. That’s from God; that’s not from me.”
This year, Habitat is intensifying its Critical Home Repair efforts. An aging population in Greene and Louisa means that the need to correct accessibility issues from unsafe decks, porches, and stairs is greater than ever. With donor support and dedicated volunteer crews, we are planning 20 repairs this year.
“God has shown me that to admit to weakness and helplessness, to ask for help is courage and bravery, not failure,” Pamela shares.

Jeff connected the Kanavels to the Habitat Greene County Team, and a bevy of repairs ensued to improve the safety of the home: a brand new ramp installation, basement door repair, exterior hardscaping, and porch reinforcement.

We strive to catalyze housing innovations, change structural imbalances and eliminate barriers to affordable homeownership.



Special Partnerships in Fifeville
For decades, intense gentrification pressure in Charlottesville has forced out longtime residents of historically African American and working class neighborhoods. In response, this year we launched a new place-based initiative to invest in the Fifeville neighborhood for the benefit of families living there.
The project began with intensive outreach to identify longtime Fifeville families in need. These three families will enter into our homebuyers program to purchase two new and one rehabbed home in the historic neighborhood located between Cherry Avenue and West Main Street. Fifeville was created in the 1880s when the Fife family divided up their farm to create housing for black and white families, most of whom worked at the nearby Oak Lawn Manor. For 150 years, Fifeville has been a diverse community characterized by high rates of homeownership, in many cases in homes passed down through the generations. With this initiative, we plan to help families carry on that tradition despite inevitable change.
The three home build will also serve as a pilot for the newly updated Charlottesville zoning code which allows increased density for projects that provide affordable housing.
“In addition to supporting three hard working families,” says Habitat President and CEO Dan Rosensweig, “we want to demonstrate that reinvestment in communities can be done without displacing families who live there and that infill development can add density while preserving and enhancing the existing neighborhood character.”
Two of the homes – on 6 ½ Street – were made possible by a land donation from local businessman and philanthropist Coran Capshaw.
The Habitat Store
In 2024, the Habitat Store diverted more than 160,000 items from landfills while generating more than $300,000 in net revenue which went directly to our local building operations.
The Habitat Store continues to unite volunteers, donors and customers, growing support for our vision: a greater Charlottesville community where everyone can find a decent place to live.

October 1, 1924 - December 29, 2024
We are honored to be just one part of the incredible differences President Carter made in the world. For more than three decades, the Carters shared their unwavering passion for helping others with Habitat for Humanity, leading the Jimmy & Rosalynn Carter Work Project and tirelessly dedicating their hands and their voices toward a vision of a world where everyone has a decent place to live. Because of their devotion, President and Mrs. Carter were named inaugural Habitat Humanitarians, the highest honor given to champions of our mission.
